Abstract
NATO allies face three major challenges to ensuring deterrence and defence in the coming years: an emerging wave of economic nationalism that requires careful thought about defence industrial policy, a transatlantic “recruiting crisis”, and a “race to reconstitute” that requires increased investment in defence. Each of these challenges requires transatlantic consensus that is underwritten by domestic consensus at the national level.
